Abstract
Government research and education policy, how it is implemented and how its effects are measured is a vital ingredient for many developing countries seeking to enhance their capacity for legal research and education, and this applies notably in the field of intellectual property (IP). lessons from practical experience may guide future policymakers in the developing world. As a case study in the challenges for policymakers in the developing world.
