Abstract

Post-war Japan with its pacifist constitution impacted the way Japan engaged with the world. Leveraging on its rapid economic growth, it had fruitfully engaged with many countries, particularly in Southeast Asia and enabled many of them to become economically developed nations. India-Japan economic engagement founded on Prime Minister Nobusuke Kishi’s first India visit in 1957 took a significant turn in the 21st Century with Prime Minister Yoshiro Mori’s visit. This aimed at replicating the Southeast Asian model in India in which both India and Japan would leverage on their strengths. However, it was Shinzo Abe who made transformative contributions which elevated the India-Japan economic relations encompassing trade, investment, and development assistance. While playing a critical role in Japan’s re-emergence in the 21st century out of the shadows of the 20th century, he was passionate about the India-Japan relationship. In his famous “Confluence of the Two Seas” speech to the Indian Parliament in August 2007, he said, “The different streams, having their sources in different places, all mingle their water in the sea” (Abe, 2007). Widely quoting Swami Vivekanand, Abe emphasized the “arc of freedom and prosperity” and went on to become the chief architect of the Quadrilateral Security Dialogue—Quad with the spirit of a free, open, and inclusive Indo-Pacific. His contribution in strengthening the bilateral relationship between India and Japan ranging from security to skill development, economic relations to educational exchanges, infrastructural developments to investment, and commercial relations to cultural exchanges, is immense.
