Abstract
Growing affluence and awareness of food-borne diseases have heightened demand for food safety standards (FSS), but supply side constraints continue to impede their implementation. As a developing country, it is not feasible to implement all strategies aimed at overcoming barriers and facilitating FSS implementation. Therefore, the study targets to identify and rank barriers to FSS implementation and prioritise strategies accordingly. An Indian seafood context is used for the study analysis. After reviewing relevant literature and utilizing Delphi techniques, twenty barriers and ten strategies were identified. The barriers are categorized into five main categories, and their weights are computed using fuzzy AHP. Subsequently, the fuzzy TOPSIS tool is applied to prioritize strategies based on their effectiveness in overcoming these barriers. Lastly, a sensitivity analysis is done to determine model robustness. Lack of commitment by managers, resistance from employees, and a lack of firm capacity are three key barriers. Accordingly, the most effective ways to overcome these barriers are to provide financial assistance, invest in infrastructure and research, and provide technical assistance.
