Abstract
For the governments under analysis in this book, Covid-19 was first and foremost viewed as an opportunity, aiding their agendas of the politicization of social hatred and resentment. The global pandemic that broke out in 2020 brought about a situation analogous to war. In war, internal and external enemies must be mercilessly confronted, and authoritarian and repressive measures are more easily justified. Moreover, that the enemy in this context is a virus that potentially everyone could carry, surveillance and control could reach all citizens. If the state of alert must be total, the justification for employing extreme measures increases, as does the legitimacy of potentially authoritarian measures.
