Abstract

Through introducing the policy evolving process and comparing their policy output in India and China, the paper argues that despite the political system and culture background difference once there is a strong political will and proper legal and constitutional instrument, universalization of elementary education can be achieved in both contexts. But ideas and power structure matter in terms of the timing for agenda setting and the adoption of proper policy approaches.
