Abstract
Safeguard measures are permitted exceptions under Article XIX of the General Agreement on Tariffs and Trade (GATT) and under the Agreement of Safeguards under the World Trade Organization (WTO). However, the recent statistics issued by the WTO have indicated that the use of safeguard actions have drastically come down especially among the traditional users such as the United States, European Union and Canada. This has happened at a time when resort to antidumping actions and other trade contingency measures have generally remained very high. Are safeguard actions becoming less popular and, if so, why?
