Abstract
Since the end of the Cold War there has been a dramatic increase in the use of Chapter VI (non-binding) and Chapter VII (binding) enforcement mechanisms by the United Nations (UN) Security Council. The number of resolutions produced by the Security Council has skyrocketed. When Iraq invaded Kuwait on 2 August 1990 the Security Council adopted its 660th resolution since its inception in 1945. Over the next decade (1990–2000), the number of resolutions produced by the Security Council doubled to 1,320, and then tripled to 2,000 resolutions by July 2011.
