Abstract
Agriculture and rural citizens in India (including in Uttar Pradesh UP) are in a chronic state of distress, and agrarian structure is only part of the problem. Rarely, since Independence in 1947, has agricultural output grown faster than 3 per cent per annum. The Eleventh Plan (Planning Commission, 2008) notes that in the pre-Green Revolution period (1951-1992 to 1967-1998) agriculture and allied sectors grew at 2.54 per cent per annum, and slightly slower during the Green Revolution period (1968-1969 to 1980 1981) at 2.44 per cent per annum. It was only during the period of wider Green Revolution technology dissemination (1981-1982 to 1990-1991) that agriculture's growth rate picked up to 3.52 per cent per annum. That growth was sustained only for a limited period (1991-1992 to 1996-1997) at 3.66 per cent per annum after India's economic reforms began in 1991 (although agriculture was pretty much left untouched by the economic reforms).
