Abstract
This chapter examines digital transformation in higher education as a potential pathway toward greater equity, inclusion, and access, with particular emphasis on smart institutions and universities in Global South contexts. It situates digitally enabled higher education within the framework of Sustainable Development Goal 4, especially its commitments to equitable access to quality tertiary education and the reduction of educational disparities. The discussion addresses hybrid and online learning, adaptive technologies, Universal Design for Learning, digital governance, and the increasing datafication of institutional processes. Although these developments may enhance flexibility, participation, and personalised learning, the chapter argues that technological adoption alone cannot ensure inclusion. Meaningful transformation requires ethical and transparent governance, accessible digital environments, culturally responsive pedagogies, strengthened institutional capacity, and sustained engagement with the structural inequalities that shape educational opportunity.
