Abstract

In Part I, we saw how a statistical study of the 2019 Lok Sabha election revealed an unusual pattern of too many close wins for the ruling party to be explained by luck or campaigning alone. This second part asks what that pattern means and how small administrative biases can quietly accumulate into political advantage. Note: Like Part I, this section was completed on 9 November 2025, well before the Bihar election results.
