Abstract

This chapter critically examines the intersection of digital inclusion and artificial intelligence in contemporary multilateral diplomacy. It explores how AI tools are reshaping global negotiations, while also reinforcing structural inequalities in access, participation, and epistemic recognition. Framing digital inclusion as both a human rights concern and a prerequisite for sustainable development, the analysis interrogates algorithmic asymmetries and decision- making exclusions across leading diplomatic forums. Through a comparative study of the Raisina Dialogue, African Union Summits, the G20, and the Boao Forum, the chapter highlights divergent governance models and their impact on digital equity. It further investigates how Global South actors, civil society networks, and sub- state institutions innovate norms and strategies to challenge marginalisation and assert digital sovereignty. Concluding with a call for institutional redesign, the chapter advocates for participatory, rights- based approaches that embed inclusion into the normative core of global governance. © 2026, IGI Global Scientific Publishing.
