Abstract

The task of defining a smart city (SC) is a complex and collaborative endeavor, requiring the input of various stakeholders and considering the jurisdiction in which it is constructed or proposed. While all smart cities are built on the foundations of digitization and efficient operations, the specific parameters can vary significantly. For instance, the European Union defines a SC as a place where “traditional networks and services are made more efficient with the use of digital solutions for the benefit of its inhabitants and businesses” and a place that “goes beyond the use of digital technologies for better resource use and fewer emissions.” This definition, a product of collective understanding, envisions an upgraded 208water supply, an efficient waste disposal framework, and a smart urban transport network. It also includes a more engaging and responsive city administration, catering to the needs of an aging population and ensuring secure and safe public spaces.
