Abstract

The ongoing structural changes in the international order, associated to new information and communication technologies, emerging global challenges and the multiplication of global players, require from democratic governments a revision of foreign policy-making practices. Brazilian foreign policy-makers remain, however, attached to a hierarchic governance model and traditional practices that have shown to be unfit for addressing the new demands of an increasingly complex and diverse national society, which has been pressuring the national authorities for more legitimacy and accountability. In spite of the country’ impressive performance during the early 2000’s, most of the decisions associated to Brazil´s external agenda continue restricted to few actors, with limited accountability to the population at large, and influenced by specific interests and processes that do not guarantee that the demands of different segments of the Brazilian society are taken into consideration, neither that the strategies undertaken are sustainable and continuous in the longterm. In view of such challenges, this thesis relies on a vast literature review and in-depth analyses of the Brazilian foreign policy’s determinants, its structural challenges and the existing prescriptions to the country’s international projection, to propose an alternate policy-making framework to guide Brazilian practices, taking into consideration some of the most contemporary public policy models and theories.
