The nuclear deal between India and the USA promised much as it went through a prolonged and rather tortuous process of negotiation. Key players in India from the scientific and strategic community were involved and the task of reconciling their often conflicting interests, was complicated, even within the relatively lenient terms offered by the US. The final outcome, assessed against the promises made through the negotiation process, must seem modest.
