Digital technologies now function as infrastructures of governance. They filter and rank what we see and what we never encounter. They screen and sort people at borders. They determine which transactions are frictionless and which are treated as suspicious. They normalise continuous extraction of behavioural data in ordinary environments—work, school, leisure, care. They intervene to “assist,” to “optimise,” to “protect,” but in doing so, they categorise, escalate, and sometimes exclude. All of this is presented as service design. In practice, it is an exercise of power.
