The responsibility to protect is an international norm which has developed to ensure that states struck by mass atrocities, such as genocide, crimes against humanity, war cimes and ethnic cleansing, are not being ignored by the community of states. Rather the responsibility to protect their citizens should be equally borne by the community of states, if and when the states facing such devastating times are unable to do so.
