Abstract
The Quad has, over the past decade and more, transitioned from a tentative initiative to a prominent actor in shaping the Indo-Pacific security architecture. While initially dismissed as ephemeral “ocean froth,” the Quad has matured into a multifaceted, issue-driven, and strategically consequential network of like-minded democracies, addressing both traditional and non-traditional security challenges. Its evolution reflects broader global shifts ranging from rigid, treaty-based alliances toward flexible, heterarchical, and modular approaches to governance in a multipolar world.
