Abstract
The Quad has evolved into a formalized minilateral framework within the Indo-Pacific region. India and Australia, positioned at opposite ends of this geopolitical framework and as members of the Quad, are engaging in collaboration across various security domains. In contrast to NATO, which is predominantly oriented towards military objectives, the Quad has primarily focused on fostering cooperation and collaboration within non-traditional security realms, intentionally steering clear of encroaching upon traditional security matters, at least during its formative phases. The accords or comprehensions, if they exist, within the realm of conventional security have predominantly been of a bilateral nature. Despite a plethora of agreements and collaborative arrangements, predominantly bilateral, among the Quad nations, there exists a scarcity of research focused on the integrated examination of the existing collaborative mechanisms within the Quad as a whole, and specifically between India and Australia, in the context of both traditional and non-traditional threats. This paper utilizes a systematic methodology and an exhaustive examination of existing frameworks, arguing that the bilateral agreements between India and Australia in the nontraditional security sector encompass adequate elements of institutionalized collaboration to mitigate traditional security threats, thereby providing a unified perspective on the concept of comprehensive security within the Quad framework.
