Abstract

The Quadrilateral Security Dialogue (Quad) represents one of the most significant experiments in contemporary Indo-Pacific statecraft. From its tentative beginnings as an ad hoc humanitarian coordination mechanism to its present form as a structured strategic dialogue, the Quad’s evolution and strategic dynamics encapsulate the broader reordering of the Indo-Pacific. When the Chinese Foreign Minister Wang Yi once dismissed the Quadrilateral Security Dialogue (Quad) as “mere ocean froth” that would soon dissipate, few anticipated that the grouping would evolve into one of the most discussed strategic arrangements of the twenty-first century. Less than two decades later, the Quad comprising the United States, Japan, India, and Australia has become a central node in the architecture of the Indo-Pacific. The transformation from what was once dismissed as diplomatic surface tension to what Beijing today labels an “Asian NATO” reflects not only the fluidity of Asian geopolitics but also the profound reordering of regional and global power relations.
