Abstract

Horizontal inclusiveness across various socio-economic groups in receiving the benefits of government welfare policies is examined using the Household Consumption Expenditure Survey 2022–23. Contrary to popular perception that “freebies” are designed to woo the marginalised, data finds that welfare benefits in the form of high-value durable items are disproportionately cornered by more well-off sections of society.
