Abstract

The One Belt One Road Initiative (OBOR)/Belt and Road Initiative (BRI) was announced by the Chinese President, Xi Jinping (XJP), in March 2013. It has two major parts: one is focussed on the land and is known as the Silk Road while the other targets the sea routes and is known as the Maritime Silk Road. It is a grand plan with the objective to build major infrastructure networks connecting prominent markets. It has been almost a decade since the grand infrastructure and connectivity project officially began. As per reports, by March 2022, 146 countries and 32 international organisations had joined the BRI. 1 In fact, the BRI is a grand initiative which plans to look at international development and a network of infrastructure with China at its centre. A report by the Chatham House describes China’s objectives, surmising that “it is an effort to develop an expanded, interdependent market for China, grow China’s economic and political power, and create the right conditions for China to build a high technology economy”. 2 In 2017, Chinese President Xi Jinping promised a total investment of USD 124 bn dollars in the BRI. 3 As per Xi Jinping, “the pursuit of the Belt and Road Initiative requires a peaceful and stable environment. We should foster a new type of international relations featuring win-win cooperation; and we should forge partnerships of dialogue with no confrontation and of friendship rather than alliance. All countries should respect each other’s sovereignty, dignity and territorial integrity, each other’s development paths and social systems, and each other’s core interests and major concerns”. 4 According to Refiniti, by the year 2021, there were already 3,220 BRI projects with a combined value of USD 3.49 trillion. 5 A lot has been written and discussed about the hopes and aspirations associated with the BRI. Several countries became a part of the BRI with the hope of getting access to infrastructure development and Chinese investments.
