Abstract

This chapter analyses shifting gender relations by focusing on the role of governance mechanisms in encouraging women’s participation in sports in rural Haryana. By examining the linkages between gender, sports, and state policy, it problematises the role of the state in shaping narratives of empowerment. In doing so, it aims to contribute to a broader critique of state policy, particularly that which is portrayed as a tool of empowerment for women. While the few existing studies on sports in Haryana have only concentrated on state provisions that felicitate successful athletes, this chapter moves beyond this celebratory rhetoric. It intends to examine the policy implementation and action plan at the level of the gram panchayat to evaluate state support in promoting sports culture at the rudimentary level. By focusing on the Haryana Sports and Physical Fitness Policy 2015, it critiques policy discourse that puts the onus of social change on women athletes through the rhetoric of empowerment and self-responsibility. The findings of this chapter are based on the case study of Karsindhu village in Jind district (known for its women kabaddi players). Fieldwork was conducted in April 2023 and open-ended interviews and informal discussions were conducted with 10 young girls from diverse socio-economic backgrounds (especially with variations in caste and financial status) who either continue to play kabaddi or are former players, along with their families, coach and the village sarpanch.
